핵심 변경
순수 _completionClaimAllowed(record) (pure-utils): run-record 증거 기반 완료 게이트 — **변경 파일 존재 + 검증 실행(tests/commands) + 미해결 errors 0 + verification_result === 'pass'** 일 때만 allowed:true. 미검증/실패/증거부족은 사유(reasons)와 함께 불허.
